marinate beef with shallot/garlic/lemongrass/fish sauce and spices (paprika, cinnamon, clove, anise, pepper), bit of sugar
heat up some oil with annato seeds until red, take out the seeds and increase heat and brown the beef a bit\
add some tendon if you like, bay leaves, maybe more spice if you want and cover with beef broth (chicken is fine too if you don't have beef)
the upper stalk of lemongrass can go in too, maybe some more garlic, some ginger. simmer til tender and in last hour add carrots
adjust seasoning, eat with green onion and cilantro, bread
